Ok, that's wrong, it should be revving it's wosits off with the pedal on the
floor, even from a cold start.
Did it start to speed up after a period of time ?
Does it drive ok when hot ?
It's probably either the autochoke is playing up and making the mixture far
too rich when cold, or you've a misfire on a couple of cylinders when cold.
I'd expect the misfire to show up to some degree when the engine is warmed
up though.

This happened: turned on engine, it was about to cut out until I firmly
pressed on the pedal. My foot was all the way down but the car was only at
2000RPM.
