Chris that's an absolute non-starter. When the conventional heater is working correctly it's heat output is well over 1Kw. That's 100amps at 12v... The OP just needs a new thermostat, assuming a plumbing error is not bypassing the thermostat. It's also worth checking that the heater matrix is not internally sludged up, nor the heater hoses delaminated / swollen shut inside.
