If a new stat doesn't fix it and the hoses are ok and the matrix doesn't need flushing, have a look at my build thread <http://quantumforum.proboards.com/thread/522/quantum-saloon-full-rebuild?page=6> to see how I plumbed the heater (the photo just above the sandy beach!!) The hose going round the front of the engine goes to a T-piece in the water pump connection. Also, make sure that the heater controls are actually moving the flaps inside the heater and as Jim says, check that the radiator (car not heater) doesn't get warm until the stat opens.
