I don't think it's a straight affirmation at all.. there's not real boundary between 'interpreted code' and everything else that runs. Eg. in safari.. javascript is allowed, flash isn't. There was a famous case with a C64 emulator app too - it was banned, for running interpreted code. From what I understand though, the authors changed the app so only games that they approved could be run - you can't load your own code into it. That was then allowed - it's still running interpreted code, but not 'openly'. Many apps use their own internal scripts too, which is no different really.
I guess it really comes down to 'who you are' and 'what you do with it'. Apple are certainly able to write software that runs interpreted code, and they don't have to go through their own app submission process of course, so I think there's no reason why QC wouldn't be possible. If it happened though, possibly we would be allowed to use it in applications, but not as a standalone (i.e. you would not be allowed to run a .qtz directly) - that would be good for security. Still, there's not a lot of power in an iphone or ipad, and QC is pretty demanding. I suspect it would be a lot of work to port, and might not be totally compatible with the desktop framework. The rewards of porting it might not be worthwhile for apple - that seems a more likely reason for it not happening to me.
