If the only thing involved is maintaining the list of collaborators, it might be best for one of the Qubes team to do this. That way nobody can go rogue with the community site. If there is other work involved in being owner besides maintaining the list, it wouldn't be reasonable to expect that but I'm not sure how to solve it.
