If a business wants to build up an inventory you need to commit funds to your suppliers. In the current climate many businesses either do not have the cash or find it too expensive to borrow the money. The other pressure, from shareholders for a quoted company, is too make money now i.e. for this quarter's results. Investing in an inventory for future revenue is not so appealing in that context.
