Rather like a car, the battery does not charge when it is turned off. Radio has two off states the "sleep" state where most people have theirs set to display a clock. It does charge the battery in the sleep state. Then there is the off state, if you have pressed and held the power button to shutdown and had the goodbye screen displayed the unit is dead off and will not charge the battery. Press the power button or cycle the power and the unit boots and is no longer off.
