As Kent Beck put it, "... no matter what the client says the problem
is, it is always a people problem."

Turning that around: no matter how great a technical problem may seem,
it's usually surmountable by the right people in the right
combination.  I see the latter as being particularly important; I've
seen groups of highly skilled, intelligent developers fail to coalesce
into a team.
