At the moment we are just discussing the 'female commanders' issue, not the general 'girls in RR' issue. There is NO difference in that point between the US and Germany. Females are NOT allowed to be commanders in male patrols of the older age groups (Pioneers, Trailblazers and Trailrangers), here in Germany just as in the US. The only difference is: we have female patrols and they don't have girls...
