It looks like a tough situation.  Perhaps it ought to be weighed on the
circumstances.  People are going to say a felony is a felony, but in some
cases what one state views as a felony may not necessarily be one in another
state. Maryland and Virginia are like night and day. Maryland's laws are
very strict but Virginia's are not so strict. Owning a black powder rifle is
not a felony by any means but what you do with it can be one. He probably
had to do something pretty bad to get arrested while he had it in his
possession like demonstrate enough irresponsible activity to catch the
attention of the law.  Had I been a Sectional Commander as I once was, and
if I was approached with this, I would have had to have him excluded from
the activity because you can't put the safety of the boys at risk and you
would be opening yourself up to a big liability and legal issue that is best
to not get involved with. He's probably a nice guy and he is probably
sincere, but that will always be dogging him and it doesn't drop off of
one's record in a few years like a traffic ticket would.  Normally what use
to happen in my area and I say this in the past tense only because I am past
tense, was that if the preliminary criminal records check that is supposed
to be ran on all commanders came back with a hit on it, that person wouldn't
be allowed to be a Ranger Commander and would be granted limited access if
any at all to any Ranger activity unless he had a kid in the program. Even
then with scrutiny and at the Pastor's discretion. Sectional and District
would likely not want that person involved.  (that is the way it would've
worked  when I was in Potomac District all those years ago)
As a Sectional Commander back then I would have had to say that I was sorry
but it would not have been in the best interest of the boys, the ministry
and the church to have that fella involved. It's nothing personal, but most
Sections and Districts do have policies on these things.   Unfortunately
that is a Command decision that Sr. &  Sectional Commanders and Pastors have
to make like that. I think that letting a convicted felon in with someone's
kids would not go over well with parents and then all the sudden you have
all of these parents upset and ranting and raving at you and pulling their
kids out of the program and leaving the church and making a big stink over
it.  The potential there is just so, so , well I'm certain that as a
Commander you understand the situation's ability to go south really fast...
you just don't want that to happen. But you have to understand that it could
play out like that and get ugly pretty quick. Get the policy book out. Ours
was a pretty big 3 ring binder that spelled everything out and use the
policies as the guide for the situation. And don't forget to pray for the
guy that the Lord would find something better and some way else to be
involved with something in the church. . Be sensitive to the situation and
understand that the whole thing could explode like a powder keg. (worst case
scenario) There is a right and wrong way to deal with it.  A little bit of
love, respect and understanding can go a long way. Think about these things,
do some praying about it and then let the Lord lead on it. You got to do
what's in the best interest for the boys.
