Hmmmm, Billy Graham didn't go to Rangers and he was the first "Billy Graham".
Both ministries/programs can reach kids. Both can produce "Billy Graham's"
and both can produce murderers. We're always going to argue about when to
have Rangers vs. when to have youth and we'll always argue about which is
better. Instead of that - let's try this. Do the ministry that God has
called you into to the very best of your ability and then pray for God to use
you beyond your ability. And while you're praying for yourself - pray for
those who are led to youth. We'll all benefit that way.

Give you a different spin on your situation. Let's say that by going to
Royal Rangers that the young man is trained and becomes the next Billy
 Graham.
Keep him in Youth and this does not come about. Something to think
 about.
