Answers:

1. Yes it is a Ranger campout.  As for point no. 5, none is necessary - a
Ranger leader takes the boys camping that makes a Ranger campout unless the
parents are told otherwise

2. Yes.

3. Yes.

The leaders better do their homework and cross the T's and dot the I's
before they sink the whole program.
