Put up a chauk or marker board.  Bring in a treat and tell everyone they
will receive this treat at the end of the night as long as their name is
not on the board with 2 check marks next to it.
If one of them is acting up just stop what your doing and write their
name up on the board and continue on with what your doing.  That is
strike 1.
If they continue to act up put a check mark next to thier name.  Strike 2
If they continue to act up put a check mark next to their name and advise
them they have lost their treat and the next time they disrupt..they go
set in the church service with the adults with a Outpost Council man or a
man in the church that has been asked to handle this situation if it
arrises. 

It won't belong before they figure it out.  You can remove one checkmark 
if you need to.  Remember Pioneers are easily bored.  So plan, plan, plan
a active meeting for them.  Stick to the Ranger LTC manuals method of
meeting breaking up your segments into short segments.
