You're exactly right. The only benefit our outpost gets from chartering is 
High Adventure. We go to district Pow Wow every year but there is no 
difference between chartering at the start of the year and paying the extra 
registration fee. As far as sectional events, there hasn't been one in 
southern illinois for the past five years that I know of. in fact, there are 
only two outposts in the whole section that we know of.

my question is, how do we get churches w/o Rangers to start groups of their 
own?

I believe there are many churches running Rangers that do not charter,
either they cannot see any direct benefit in doing so and they figure they
aren't going to sectional or district events anyway, or they are running
Rangers like a Sunday school-type program to have something for the boys on
Wednesday night.
