My first reaction would be to say it's up to the parents - if your outpost
goes by age instead of grade (i.e. 5-6 is SA).  Rainbows is actually for (at
least all those I've seen) 3 & 4 year olds.  There tends to be some overlap
with Missionettes because their curriculum goes by grade.

Here's how it worked in my family.  when mt son was 3 he went into Rainbows
(a 2 year program).  He finished all the work (the first boy in our church to
do that) and stayed until he was 5 - then he moved to Straight Arrows.  Our
daughter, on the other hand, went into Rainbows when she was 3, finished all
the work but stayed until she was in Kindergarten - which was when Daisies
started.  One month after starting daisies she turned 6 (in October) because
Missionettes promoted with the school year.  Needless to say she had a LOT of
extar time in Rainbows - nearly a year.

After thinking about it, I'd recommend letting the boy stay in Rainbows if
he's close to graduating - just for the "experience".  He'll be able to make
up for any time "lost" when he moves into Straight Arrows.  What's in the
boy's best interest is where the answer lies...
