As per our Regional Seminar, National Commander Mariott presented why they would like to elevate the GMA to the level of the Scout's Eagle. It has more to do with how a young man can use the GMA to better himself when entering the military. Currently the military brass see the GMA and the path to it as too confusing. By changing the structure of the advancement program the National office has gained support by the military brass to legitimize this achievement.
 
From your perspective you are correct that the GMA does not contain the processes the Eagle scout must go through. I do not believe this was National's goal. You make an excellent point that should be brought to their attention if they desire the equality of the Eagle.

The GMA and the BSA Eagle are in no way similar!

The GMA requires little administrative follow-up
or 'second opinion on the quality of the work done,
or outward significance of the *program on a boys life
beyond a signature of a local Commander.

Every BSA Scout merit is completed by the agreement
between the boy's work and a qualified "Merit councilor"
who may be trained or hold an occupation in the merit
field of study.  The record of the merit is recorded
on a 3 part blue card and kept by the Scoutmaster, the
Councilor and the boy.  At the time of advancement to
Eagle Scout.. a Boys entire record must be submitted with
the original merit cards, and confirmed by the Scoutmasters
record. *The ethic used is an open understanding of No-more
No-less than the requirement.

A RRanger GMA stand before one (1) "board of review"..
with only loose guidelines for content.

A BSA Eagle scout has had a Scoutmaster review at every
advancement followed by a board of review by the Troop
committee at each fulfillment of advancement in rank.
Tenderfoot to Eagle has 6 reviews!

The GMA Ranger has many "essays" to complete with several
merits, but spelling-grammer-content is not critical and only
Commander sees the product.

The Eagle must develop a non scout community project, present
plans for completion, safety, materials and crew such as a
constructions site supervisor to the troop comm. for approval,
get Scoutmaster approval, the Community that will receive the
projects benefit approval, the District office approval and
meet all local state and code restrictions as needed! *Then
the Scout organizes a work party, provides the tools and food
water and transportation  as needed to complete the project!<G>


*It seemes to me that there is little to compare between
the two *programs, in mission-Leadership or outcome.. and
*perhaps dropping the compareison would free Royal Rangers
to be who we are, Reaching Teaching and keeping boys for Christ!
