I don't think anyone is claiming that the files weren't on the National Website.  I have seen them, downloaded them and posted them in our sections files on our Yahoo Group.  It is just the fact that all the individual group applications were broke out from the 21 page packet and made separate files/ downloads.  But the most important part, in my opinion, was left buried at the end under all the application forms.  Like many others, I saw the pages - but they did not sink in as being the "Guidelines" to use for the 2003 -2004 ROTY Evaluation.    The 21 page packets were handed out at our sectional Commanders Meetings several times, but from the lack of response/ "blank stares" that I am getting from my section tells me that others did not see them either.  This is a learning experience for all involved, we will take it on the chin and do better next year.  Right Mark?   Jim Hufferd
