Possibly. But I conclude something different. I conclude that people refuse to follow directions. I conclude that people pour sand into the gearbox and water into the fuel tank. You cannot count on people to work together and follow the rules and help each other out. People will instead on their own "improve the system" by submitting machine catagorized spam even though that it is specifically stated not to do that. Sigh. Is it because they are just too stupid to be a contributing part of the community at large?
