This is exactly what I did but I noticed that when I click off display image 
under wallpaper, the original BMP image apparently stays with the form and the 
size of the form stayed over 6 GB even after saving. I finally loaded a tinny 
BMP under wallpaper and saved it and then clicked off on the display and now my 
form is only 600 KB; apparently the new BMP file replaced the large one. I 
imagine the newer versions have a way of removing the large BMP or better yet, 
allow JPG files as wallpaper. 
This is what the new form looks like customized for our client with the Skyline 
of Kansas City.

Just quickly off the top of my head you could place it on as an image then send 
to back so that the other objects sat on top. Not the most ideal solution, just 
a thought
