In fact, Larry, that is the RBase default. See
http://rsyntax.com/setdate.htm

The online docs imply that SET DATE YEAR and SET DATE CENTURY have no
effect if the DATE SEQUENCE includes YYYY. In that case it is assumed
that the year entered is a 4-digit year so there is no need for a
default century.
