If neither solution works, isn't it a bug? Shouldn't the
commands work? I don't have 7.5 and I could not get it to work on the
computer of the client who has complained for months about this.

That is the suggested solution for 7.1.
We'll certainly look into the request for latest R:BASE 7.5/8.0.
