That is very strange. 7 speed, friction-shifted systems are so simple that
just about any combination should work, and no need to swap pulleys.

Could there be excessive friction, somehow, between shifter and derailleur?
Does it seem too hard to move the lever? Several times I've inadvertently
routed the shifter cable (cable, not housing) improperly through the bb
cable guides -- either outside of the channels, or pinched by a bolt.
That's guaranteed to cause problems.

Next: Could the lever itself be slipping? Some levers do, Silvers among
them. I swap out the D ring bolt for a button head bolt and use blue
Loctite.

As to Steve's suggestion that the gated and ramped HG cogs might be
responsible: perhaps, but I've friction shifted so many bastard HG, UG,
HG+UG, HG+ UG+plain jane teeth cogs, and I've never had ghost shifting
problems caused by the cogs themselves.

A 1X7 system in friction is so simple it's hard to figure out what could be
wrong.
