When I hear the phrase 'best value', I assume the meaning is: most utility 
for the lowest cost.  

If that is what you mean by 'best value', then in my opinion, the greatest 
utility for the lowest cost would be to remove the second chainring that is 
bothering you, and replace the double-length chainring bolts with 
single-length chainring bolts.  Total cost: about $6.
