Meiser makes a good dial with pressure release specifically for pressures under 30psi. It is claimed to be "tested for accuracy to within .25% of the scale" I use a high and low pressure Meiser gauges in the shop to keep pump dial gauges honest. Part number for low pressure gauge is PU3009. They are not expensive and available through any shop with a QBP account.
