So, if there had been ammo for Frank to use, would the battle have been in a
time-out while he reloaded ? Or, could I still shoot him ?

According to the rules you cannot resupply in the field unless there
is a timeout called. Generally we have a second forward base to use as
a resupply point, usually the artillery piece.View the video where
Frank came by for ammo,but there was none to spare.
