There is an implicit "Forward Base" surrounding any fixed artillery 
piece, which contains the Supply Depot for that artillery piece.  When 
any vehicle, support or combat, enters the Forward Base, for any reason, 
the opposing force cannot shoot at it.  If there is spare ammo in the 
base, the combat vehicle can re-load without being fired upon, because 
it is inside of a base.

A support vehicle can create a "Supply Depot" anywhere on the 
battlefield, simply by dropping off ammo in that area.  Once a Supply 
Depot is established, any combat vehicle (on either team) can re-load 
using that ammo, but only if nobody else is shooting at them.  Support 
Vehicles (on either team) can also pick up or drop off ammo in a Supply 
Depot at any time, but only when they are not being fired upon.

Summary:  When you're in a "Base" (forward or home) you cannot be fired 
upon (or fire at someone else), but when you're at a Supply Depot you 
cannot do anything if someone else is firing at you.
