Very few tanks still use relays.  Almost all use off-the-shelf
dual channel speed controllers with right-left mixing.
I recommend the Sabretooth 2x60

We hope that you can sucessfully complete your tank with
this motor/controller solution. 
 
You will need to build two systems that no other tankers have wanted to try.
a) 30 to 1 speed reducer (14.8V * 820 rpm/V = 12136 rpm)
b)  water cooling with a radiator
