Try selling that to the provider neutral e-book folk.

We have repeating 264 with indicators.  There is no excuse not to have
the content relevant information needed by patrons in a 264.

An e-book provided by an aggregator, and a print-out from an
electronic publication, both have publishers.  The publishers are not
the aggregator or printer.  These are not reproductions in the sense
that facsimiles are reproductions.
