We've only had to use Schedule 80 out of the concrete, but never otherwise had a problem. Is his concern the structure of the concrete? It's ballast, not a pier that takes a compressive load. We've never had a problem in 2 decades.

We have inserted a one-size larger conduit elbow when we pour the concrete which sticks up above the top of the concrete and out the side wall of the dug hole for the concrete pour. Then after the concrete has set, we route the conduit from the solar module junction box down the pole and through the elbow. This provides a larger and more rugged conduit that is slightly larger than the conduit carrying the wiring which protects from trimmers and mowers.
