Glad to hear some people consider Brussels the best place for HQ, but ... I can imagine US companies don't see this as a profitable region to start a business.
It isn't that much better in France. You'd have to go to Italy or Greece for somewhat lower cost of labor, or to former Eastern European countries that joined recently like Poland for really low ones. (In Greece you wouldn't even have the alphabet in common with the rest of Europe. In the former Eastern European countries most people had to learn Russian as a second language and other languages, even English, are very little known.)
Also, don't forget that US salaries are much higher than European ones precisely because people have to pay for their own medical insurance and kid's education. I've looked at the issue in the past and for highly educated employees there isn't a big difference in cost of labor between western Europe and America. It evens out.
