Well except that apart from a few centralised institutions eg NATO with a fixed headquarters, the European Parliament and the civil servants move every three months between Brussels, Strasbourg and Luxembourg...

But there are many languages:

English
French
Spanish
Portuguese
Italian
Dutch
German
Danish
Swedish
Finnish
Norwegian
Polish
Greek
Serbo-Croat
Flemish
Turkish
Welsh
Celtic

and that's without large amounts of Arabic, Gujarati, Bengali, Chinese, Vietnamese, Russian etc populations that don't always speak the native language, or even dialects: Scottish, Occitan, Provençal etc etc.
