What ever happened to HTML help files? Wasn't that the standard for a long time?

I think that's the question at hand. How does one create HTML help files cheaply and easily. What I have garnered from this thread, please correct me if I'm wrong, is: 1) coding the help file oneself is time consuming and difficult to maintain.
2) UniHelp is one possible option but also not easy to maintain
3) Using a .pdf file is a good solution, but one must buy Acrobat to create the links 4) One can use Word, or Apple Pages to create the files, and export as .pdf but there is no way to create pdf links ** prev. posts mentioned creating links in Pages, but that is only good if the user HAS Pages to open the file(no way to save as .pdf WITH links

I think buying Acrobat is gonna be my solution
