Not exactly. You're updating a vector object which contains the text, the font information, the position, and the rotation. But when *rendering* this vector object, details are up to the renderer. So some platforms may be rotating bitmaps, while others use OS support for drawing rotated strings directly; and even within a platform, it may depend on the context (e.g. drawing to the screen vs. drawing to a printer).
