As was said, don't expect RS to take position on this.  You'd be hard
pressed to find where they claimed that a license to MySQL was a part of the
package.  To do it would expose them to lawsuits if you were ever sued by
MySQL.  The only thing they claim is that RB can connect to a MySQL
database, which is correct because it does.  They kept their end of the
bargain with you, you can connect to a MySQL server.  They kept their end of
the bargain with MySQL by releasing the code to the plugin.  How you install
or license the server is between MySQL and you.
