Yes- I was told that it means the enduser has set the player's bandwidth to
be higher than what is actually available to it.

I.e., a person w/ a 56k modem selects that as the optimal connection speed,
but in reality maybe the throughput is only half that. So even though
Realplayer defaults allow for a lot of overhead (in this case requiring
only 34K of the full 56K supposedly available), they still are possibly
requesting more data than their actual bandwidth can accommodate.

Or more likely, the user selected something like ISDN or LAN as the default
connection speed thinking it would improve performance when in fact the
connection is some sort of dial-up.
