I believe the information you were given (see below) may only be true on
pre-4.0 versions of our player plus or pre-5.0 versions of our free player.
After that, we implemented a feature called "Perfect Play" which would buffer
the content in the player until it had enough data to play strait thru.  Thus
allowing the user to have a bandwidth setting in the player higher than their
actual connection.

With the introduction of G2 and SureStream, the player also had the option of
dropping to a lower bitrate, if one exists, even though the user made a 'bad'
initial choice of bitrate.
