This is caused by a player that is configured with a bandwidth setting that
lower than the bitrate at which content is encoded at or the lowest bitrate in
your SureStream.  I beleive this will only happen with live content since with
on-demand the player should just buffer until it has enough data to play back
smoothly.

Make sure you have choosen 28k as your lowest common denomenator (unless of
course you have deliberatly choosen a higher bitrate).
