As somebody pointet out already, the optimization works only with rex
and requires both rexserver 0.4 and rexclient 0.4 to work properly.
One could implement parts of the optimization in regular opensim too
like putting more updates into same packet and discarding some double
packets... In rex we can put more updates to a packet since we
modified what is sent.

We didn't compare between normal and bot clients. We compared between
0.31 and 0.4 where the number of packets more than halved (from 2000
packets per second to around 100-200 per second if I remember
correctly). Bots only simulate moving avatars, they don't chat at the
moment. Also bot avatars don't download any assets from the server and
they aren't sent any packets. So the server doesn't get as much
network traffic as it would get from normal clients.
What you can test with bots is how much network traffic will 1 client
get if there are 100 clients in the same world. And in this case the
traffic is almost fully just movement updates.
