Hi Dave, Many of these type of delay lines use passive L-C & R networks which do not require power. Some are just common phase shift networks.
A true voice (with sub tone) two-way radio system will probably have dual delay lines, one for the sub tone, one for the voice audio (if it's done right). The unit for voice is often a different type than the sub tone delay line, which are fed independant of each other. Possibly your unit was used for tone and voice paging on low band. The delay line probably has a modest limited usefull bandwidth and might not deal well (if at all) with dpls. The dials are the delay times in micro or milli seconds, these appear to be average time delays. Wouldn't mind having one or two if you want to sell one or two reasonable.
