Having a time window during which the first DTMF digit must be received is a clever idea (as long as no one sits on their mic :). I think you could implement that by starting user timers when the receiver goes active and using those timers to change the muting and access mode for the DTMF decoder (commands 005 and 007 on the RLC-3/4/Club).
