Normally, I would be reluctant to agree with this, but at 200kHz, it 
seems that this may be the case.
If it's an older unit, the output caps may be about shot.
Electrolytics have a finite lifetime, measured in hours, and wildly 
dependent on temperature, ripple current, and a few other factors.

A properly designed switcher won't give you any problems, but a 
defective, or badly designed one will.

I'd start with the output caps.

Even a linear regulator can give you this sort of problem though, 
they will oscillate easily if their bypass caps go bad or aren't 
properly designed.
