We have control of the technical operating parameters; see Part 97.3 (a)(22).

As an example, we have one system on test coordination that has ~20 dB of 
desense.  It can't be used anywhere with an HT, even 5 miles away & 
line-of-sight.  If this isn't corrected by the end of the test period, the 
test will expire & it will revert to uncoordinated status

Again, that's of no concern to me as a "good" system operator.  I wouldn't 
want to make my system harder to find to cater to the lid.
