I did go out and turn the transmit radio off and when ever the receive radio 
receives a signal from a GMRS radio like it is programmed to it also receives 
the scratchy noise and in the background I can barley hear the PD talking. The 
receive radio is a Maxtrac 2 CH 25 watt radio. I have a homebuilt repeater 
controller that I constructed myself with CAT 5 cables going into the mic jacks 
on the radios if that would have anything to do with the shielding on them. 
Also a COR was modifyed on the Maxtrac to one of the mic pin jacks to have a 
audio and COR out.
