I don't have anything else I could recommend. This is a new problem to me, and I'd have to do some work myself to figure out if there's a solution on Windows. We don't really officially support plink right now, but it'd be nice to get it working.
If possible, I'd suggest installing this into a Linux VM where plink wouldn't come into play. It'll be a little while, probably, until I can diagnose and fix the problem.
