If Your system is Windows You must do this in two steps.

Windows:
SET HTTP_PROXY=http://your-proxy:port/
easy_install ReviewBoard

Linux another way:
export http_proxy=http://your-proxy:port/
export HTTP_PROXY=http://yoour-proxy:port/
easy_install ReviewBoard
