That sounds like mod_wsgi. I don't know for sure why you're seeing that, but there are many variations on that error that cause all sorts of confusion. The answer isn't always the same.
I know you really need to get it working on Windows and all, but I need to stress that we won't be supporting Windows in any official capacity in any future releases. It's just too fragile, too slow, too easy to break, and many of our dependencies we want to use in the future just don't work well on Windows. If your repository can be reached outside your internal network (accessible by an SSH key, available on github.com, etc.), you can use http://rbcommons.com instead of setting up your own Review Board instance.
