I can also confirm that this is a new bug since 2.0.7. One of the review requests giving us trouble was added before we updated, and when someone tried to change the submitter on the request it seems to have run into the error again. When the same user copied the patch and created a new review request (since they couldn't take ownership of the request) they ran into the unicode bug again.
