It seems this should work.

If not, another (but rather invasive) option might be patching Postgres in 
thirdparty to set SO_REUSEPORT on its socket and then use 
MiniCluster::ReserveDaemonSocket() to reserve a socket before starting 
MiniPostres.  That would be a 100% guarantee to avoid flakiness.  This is how I 
did it for MiniChronyd.
