[master] exclude tservers at MAINTENANCE_MODE when leader rebalancing
Now auto leader rebalancing may transfer new leaders to tservers
which have entered MAINTENANCE_MODE. Because of the sematics of
'MAINTENANCE_MODE', it's not reasonable, so leader rebalancing
should exclude the tservers at MAINTENANCE_MODE.
This patch fixes the problem and add an unit test for this.
