This adds a `/api/v1/.../connect/{sessions,operations}` REST API for the
Spark Connect server, mirroring the SQL REST API pattern (SPARK-27142). It
reads from the same KVStore that backs the Connect UI tab and complements the
History Server tab work in SPARK-57601. Would appreciate your review when you
